Do you mean that he has a slipped toe or splayed legs?

A slipped toe is when a zygodactyl bird -- two toes forward and two toes back -- begins to walk with one of his toes slipped forward, so that three of his toes point forward and one points back. This won't correct itself. It's usually caused by slippery bedding in the nest. Try to slide the toe back into place with your finger right now, very gently. If it moves easily, continue to train it back. If it doesn't, consult your vet. Birds with slipped toes have a little trouble getting around their cage, and you may have to set yours up differently to keep him safe.

Splayed legs are legs that do a split underneath him. It's also usually caused by slippery nest bedding. If he has them, you'll need to correct it right away. It really impairs his mobility. To correct splayed legs, you band each of the legs and use a carefully-placed thread, thick enough not to cut into his legs if he trips, to link the bands together, to train them back under him. If you're not used to doing it, it's best done by a vet. He'll probably trip and hurt himself on the string, otherwise.

The sooner you can do something for his legs the better chance you will have in making them look normal. One of my members at our message group had a baby with that same problem and he used a very soft foam, it looked like a make-up foam and cut 2 holes in it to fit the bird's legs in. It looked very comfortable and the baby bird's leg grew straight. I wouldn't want to use a string or rubber bands because there is too much of a risk to doig more damage as the legs get bigger it could cut into their skin.

No, it sounds like the hen sat hard and tight down on her chicks. This often causes sprawl legs. I have kept some over the years, and have found, even in their state, they can be happy and playful. A vet MAY be able to set them for you, but have had little luck due to the fact that even avian vets tend to not know what to do and more often opt to put them to sleep.
