Most birds won't breed unless the temperatures are at an exact temperature. For instance I know that certain birds such as Hyacinthine Macaws won't breed unless the temp is at a specific temp, AND a certain humidity. If they are going to mate, it has to be perfect, and birds sense that. If you or your wife etc were going to give birth, would you wanna do it outside where its 20 below, or would you rather be in a comfy warm room, same thing for birds. Research more about CAGs, personally I wouldn't be breeding them, it doesn't sound like you know much about breeding if you're asking if they tolerate cold, thats typically a no brainer, and also winter isn't their mating season anyway. You have to get the temp and the lighting right, start feeding them special diets, etc. There's a lot more that goes into breeding, not just throwing a nest box in the cage that has a male and a female in it! I would definitely do some research, and if you think you are ready, then I would consider breeding in the spring! Good luck!

I assume you mean Congo african greys. I think the name of the bird sums it up. the bird lives in the African congo forests, and it is a parrot. parrots live in warm climates.so, no the bird cannot live in cold temperatures. you might want do do a little more research, real research.
