Most cockatiels never talk. If you have a male, it may begin talking at about eight to twelve months old. You will need to consistently repeat simple words and phrases. I would recommend rewarding the attempt to say the words with some special treat like small bits of spray millet or other gret brid treat.
Some cockatiels don't talk. Heck, some african greys don't talk! So don't expect it, but if it happens, let it be a nice surprise. Don't EVER get a bird expecting him/her to talk
Some birds just take more patients. I can't get my parakeets to talk and I've had them since they were 3 weeks old now they are 3 years old(they grow so fast :>)!
