Sounds like a vitamin A deficiency if the beak looks 'ridged'. There is a spice you can get at the supermarket called, Turmeric. You may have it in your kitchen cabinet. Add about 1/16Th of a tsp. in your birds food twice a day.
Also, what are you feeding Sylph? A really good food is Harrison's. It is organic and is highly nutritious. You can find it on line. Just type Harrison's bird food in Google. Also, add cooked sweet potatoes, broccoli, swiss chard, etc., to her diet. Use organic foods, since birds are very susceptible to the chemicals used as pesticides.

Bathing could make it worse.There are oil supplements as well as a wax/lotion you could try. It could also be an allergy, probably to it's food. Or possibly a vitamin deficiency.
move it to a cool place and keep on spraying it and i recommend not covering it at night if you do
lol sorri birds feet and beak are dry its really hard to know what you are talking aobut with out seeing it my slef but if you are really worried take your birdy to the vet to be sure every thing is ok. hope that helped if not i am sori
