I looked at my male budgie in his cage and the area above the cere is bleeding. The female isn't bleeding. Oh, and I didn't hear any fighting.

If his cere is bleeding, he probably either got bitten (just because you didn't hear it doesn't meant it didn't happen), or scraped it on a toy or cage accessory or something.
Yup. Mine did the same thing. Just keep an eye on them in case of other indications of damage, just in case they're into rough stuff...

They may have got into it a bit...a peck...no harm done...birds do not penetrate each other when they breed.
to stop the beeding just lightly pack it with flour. it does happen, not sure why but it does.
