If all of her feathers are in you can give her a bath now. Just make sure that the water isn't too cold and that she will be in a warm draft-free area to dry off so that she doesn't catch a chill.
You can either use a misting bottle of warm water (luke warm- not hot), or provide her with a dish of warm water so that she can bathe herself. Birds are very good at keeping themselves well-preened
Now. Just use puppy friendly shampoo and make sure the water is warm enough. Make sure to towel dry so your baby doesn't get cold after.

In regards to birds I do not know anything. Ahh I suck. hehe.
As long as it has all it's feathers you can go ahead and let it have a bath. All my birds have always loved getting wet.
Cockatiels love baths! I use a large, shallow dish, run the kitchen sink faucet really low with warm water (we have a sprayer, too) and mine crawls right in and starts splashing. DO NOT use soap of any kind, just water, because they will also drink it. They tens to like this type of bath more than the enclosed "burd baths" they sell at the pet stores. If your bird doesn't go in the water right away, don't force him/her, just keep offering the bath, and he/she will get the idea soon enough!
