Put some water in a bowl and set it in his cage. if he doesn't know wahat tod do then he probably needs to see other birds bathe.
do not frighten the bird purchase a bird bath(do not force your bird into anything)fill with luke warm water and attatch to the cage,now use a mister and give the bird a spray this will lead him to more water.a little piece of millet spray in the water often encourages a bird to enter bathing area.
one spray or bath a week without any shower additives(your bird is living in a clean enviroment not the bleeding london smog)he will preen himself clean.
