I'm not sure where you live but generally red-throated parrot finches aren't rare in captivity, it just depends on their availability at the time.
Try bird breeders, pet stores (for example, where I live there are heaps in the pet shop at the moment), you are sure to find some at a bird show, or try online.
Take note that the only sure way of telling the difference between a male and female is through DNA sexing. So if a pet shop tries to sell you a pair, most likely they won't even know if it is a true pair.
EDIT: If you can't find any in your area, ring up breeders and pet shops in nearby towns and ask if they have any available.
