As long they are washed and disinfected, I don't see why they wouldn't be okay. But to not clean it first before placing it on top of the cage would be ludicrous!
Birds can carry diseases that are highly contagious to other birds. To be on the safe side, buy a new one.
Used bird cage covers are probably not a good idea. Even washing it might not get rid of some of the bacteria that could be on it, which could then spread to your bird. Harsh chemicals (which will disinfect it) would be harmful to the bird. You can make your own for a lot less than you can buy one. Measure the cage, then get some help at a craft store. They will be able to tell you how much fabric you need.
You can always on ebay.com and see if there is one on there
i did not buy mine i just put a towel over the cage a night if thats wat ur talking about but if ur talking about outside they sell them a pet stores sum times and you can also make one

Ummm... I would say eBay. What I use to cover my tiels cage is an old shower curtain. [The fabric one. NOT plastic!!!] Works find!
