All birds make noise to some degree, although parrots tend to make more of a 'squawk' sound.
Especially cockatoos and macaws. Seriously, the first time I heard a macaw squawk (and it wasn't even screaming), I thought the walls were going to crumble down from the noise...
All parrots make noise to some degree, some louder than others. If you want a fairly quiet bird, maybe a budgie will do. They chatter and chortle a lot, but it's not deafening. Stay away from cockatoos, macaws and other large birds with big voices.
Also if you don't know anything about birds, it is in your own best interest to find out as much as you can about them before getting one. A lot of people buy birds on a whim or just because they are pretty and get a rude awakening when they get it home. A bird is not just going to sit in its cage quietly, eat without mess, be poopless and look pretty.
Most pet birds are high maintenance, very messy (they toss their food and poop a lot) and demand a lot of your attention. They also don't show illness until they are almost ready to die and by then it is often too late.
If noise is an issue, don't get a bird.
