All birds are noisy. Some moreso than others.
I know of no bird that is unable to make any vocal sounds. One bird, the Secretary Bird of South Africa, is almost completely silent. Check it out here:

Do a google (or yahoo) search on Parrotlets. I read somewhere that they can't scream like most other parrots. They are very small but very beautiful.
Dead birds make now vocal sounds. All living birds make noise. Obviously some have very low noise levels (finches, doves, pigeons). If your talking parrot species...the African birds tend to be less offensive (Greys, Senegals)...they tend not to have the high-pitched scream noted of Cockatoo and Amazon owners. Obviously, there are exceptions to every rule. Of my 3 Greys...one talks, one grumbles and one has a high pitched whistle. But they are a cakewalk compared to my two Moluccans or my Red-Lored Amazon.
