It is the same as your arms swinging when you walk. They have no other counterbalance.
More a case of staying on their feet than habit.now crapping on tourists can become a habit.

Apparently, it's to do with how the pigeon judges distances while walking. I tried to read some scientific articles on it, but it was beyond my comprehension! Lots of scientists have studied it, though.
