He has to shed them to grow new ones. He may be having a bad molt, (sort of like a bad period) give him vitamins for birds and spritz him with water but don't let him get cold.

Boredom causes a Parakeet to lose its feathers because they pluck them out especially if you only have the 1, I have two and when I go out I leave my TV or Radio on and I usually find the older one sitting on my chair watching the TV if I leave that on thus no feathers are lost and they are 4 & 5 years old, but it is also normal for some feathers to come out in changes of seasons

He/She is probably molting. My birds all go though a molt 2-3 times a year. It really gets messy, but that is part of having birds.

If your bird has things to keep it interested it is probably just molting. This is when your bird loses old feathers and grows new ones. Keep an eye on it to make sure it isn't pulling them out. They do groom themselves so don't mistake that for pulling out feathers. When my bird molts it takes 2 to 3 weeks and she loses a lot of small feathers. She also has these small white almost tiny stick looking things all over her. I believe these are new feathers growing in.
