well i got a budgie july 28th i want to know how get to hold him please help

The fact that you cannot already hold the budgie means you didn't get him from a reputable dealer. I'm guessing he came from either a pet shop or a breeder who didn't hand-rear him, or was second-hand.

Captive birds should always be hand-raised, for their own benefit through life. It makes them think of humans as family, which they are going to have to be.

However now that you have him I can only say you need to make a bond with him. Read the book "My Parrot, My Friend" (yes, budgies are parrots) "Guide to a well-behaved parrot" and any other material you can get your hands on. Make sure his wings are properly clipped bby someone who knows what they are doing. Flight is dangerous in captivity for a small bird, he could go into anything and break his neck. Plus he will not fly to high areas and feel that by doing so he is dominant.

MOST of all- Never, ever, EVER hit him. Birds are not like mammals, which may understand that bad behaviour=hitting=good behaviour. Birds see it as an attack (which it is, really) and an attack only. Moreover they see it as attention for any bad thing they've done.

So, if he bites you what should you do? Ignore it completly. It hurts, but wait for him to let go, remove your hand, and leave him in his cage. Don't make any sound, just completly pretend he did nothing. The best punishment for parrots is a short time-out. Leaving him alone for 5 minutes is really the worst punishment, and it's one that he will actually understand. He will learn fast not to bite, as all he gets is social isolation.
