Geese are supposed to be birds that mate for life. Both sexes supposedly stay loyal to one partner only. So it's possible that the male and one of the females have bonded already and are now a mated pair. Consequently, they don't want any other geese near the territory they have established as their own, which is why the male is attacking the other female. He now sees her an an intruder and a threat to his mate. You may have to find a new home for the other female or something.

I guess you need to buy another male. Maybe the flock is not big enough that he is trying to get rid of an intruder. In a flock situation there is not usually this behavior about uneven numbers.
