call your local/state fish & wildlife agency, the state agriculture extension office, or game warden.

Try 'Google Images' & type in 'birds'.

Scan some pages to see if there is a close match.

Take note of the URLs of the birds pictured.

Upload the picture to a 'bird watchers' site.

Is it a pet bird or a wild bird?

If it is a pet bird, go to a vet's office and ask after printing out the picture. If it is a wild bird, I like the idea of the Audubon Society or your local wildlife and fisheries office.

It looks like a hawk or eagle of some sort. Maybe a golden eagle or just a plain old hawk. Try to research some websites on a google search.

The face on the bird looks like a hawk to me. I have never seen one with the strips this one is showing.
