By not having your new bird quarantined, you are inviting it to give your other bird a disease it isn't immune to from your one year old is immune to.

When you quarantine a bird, it needs to be in a seperate room altogether. Just having a bird in a seperate cage in the same room will not be enought to keep your older bird from keeping any disease that the new bird has. The quarantine should last for 2-4 weeks. After that, the cages can be put next to each other to let them get used to each other.

No bird should ever be brought directly into your aviary EVER! A single tiny cockatiel can bring down a billion dollar aviary in a few days. ALWAYS 30 days in a separate room with close monitoring on stool and behavior. Then allow that bird another 30 days in the aviary in her own cage to allow her to get familiar with their sounds and they with hers. Introduce then to a single pair breeding program, if open flight breeding monitor closely to see she is not being bullies, if this is the case remove to single pair program.
