You will need to wash your bird under slow running TEPID water. NEVER COLD/HOT. Hold your bird in the correct way,and gently open his wing, under the water. It may help to enlist the aid of another to help you. Do one then the other. If the rest of his body is also coated, you will need to do the same, being careful to avoid his eyes. Use ONLY WATER! Remove as much as is practically possible. Whilst doing this, you may wish you wear a pair of gloves as your bird will not be very happy! Once the worst is off,I suggest you rest your bird, but be sure to supply a bath for him/her to remove/preen the rest off. Keep your bird OUT of draughts, this is very important!! Please be sure to wash your bird EARLY IN THE MORNING,allowing plenty of time for him/her to dry off during the day! NEVER WET YOUR BIRD in EVENING! It could be fatal to send your bird to sleep at night wet!

Spray him with water and try brushing the stuff off with a toothbrush.

You may need to have an avian vet take a look at him.

Give him a tepid shower. Parakeets like to have showers. Then, let him have a shallow dish with a half an inch of warm water in it so that he can take his own bath and preen to his own satisfaction. Also, cover his cage for awhile to prevent drafts while he's drying and resting up from the ordeal.
Let him dry, and then only two words. Vacuum Cleaner.
I used to have a bird that loved spaghetti sauce. Every time we made it he would jump in and start slinging it everywhere. We would just turn on the kitchen faucet low and make sure the temp was alright and wash him with baby soap.

Give it a try and good luck.

Take your bird, gently in your hands, and rub off the stuff on his wings, (with a cool washcloth),while you calmly talk to him. He will be fine. Never cook near your birds cage or allow him loose, during cooking time. Please be AWARE, that pans cover with Teflon(non-stick, cooking pans), give off fumes, that are toxic to all birds, they have small lungs, and it could kill them, after be expose regularly. P.S. CAT"S SILVA KILLS BIRDS ! ! ! NEVER ALLOW A CAT TO LICK, OR PLAY WITH HIM !
