Curling nails are normal, my black cockatoo has large nails that curl under, he uses them to hold on to not only his perch, but his food and to scratch when he needs to.. there can be a problem it they become to long but they do wear themselves down a bit walking on rough surfaces.

A parots nails are curved to be able to grip what they're standing on. Unless it looks like it's being mistreated or hurt then it's probably fine.
I've owned a number of parrots and the curving is quite normal.

NO! that is not normal!! The shop should be reported! for what yopu should report it as I don't know but if the shop can't care for the wellfare of ALL their animals that means regular visits to the vet, proper food and making sure it has enough exercise it should be shut down in my opinoin
Spirals is a big problem. Ask the pet shop to take the bird to a vet, or simply report them. Very bad bird keeping.

If the bird is an older bird he needs to have his nails cut by a vet because it may bleed if cut too short. If the perch is too thin for the bird it will also look like the nails are curling under. A perch should be thick enough for the toes and nails to wrap 3/4 arround.

In nature a parrots nails do not overgrow because he gets to grip different surfaces - this trims them. Nails a little longer / little shorter than the length of the toes, this would be normal. If the bird has been a long time in the same cage, with the same perches it will happen. This is BAD BIRD KEEPING. Perches need to be changed and nails taken care of. The bird should have out of cage time, not a seed only diet and toys.

You should defenatly ask about the bird, but I don't think you should go as far as reporting the shop, unless you can find anymore signs of mistreatment.
