Cats and birds are not a good mix. Seriously, ge that bird to a vet! If he's lost a lot of blood chances are he won't make it, although I hope he does, of course! But they are little to begin with..

I'm afraid there is little hope for your budgie as the same thing happened to mine (feathers everywhere) . The bird is probably in shock as well, a vet will probably put it down for you so that it isnt in too much pain.
