Parakeets have a preening gland located near their rump area that contains an oily substance that they pull through their feathers with their beaks when they preen. The oil makes the feathers more waterproof and glossy. Sometimes these glands can become inflamed or impacted and even develope tumors in them. In fact, tumors, both fatty and cancerous are very common in budgies. If the preening gland is causing the bird discomfort, he/she will pick at it and pluck the feathers from it.

Regardless of the cause of the rump feather plucking problem, to get an accurate disgnoses and treatment, your bird will need to see a certified Avian vet.

Your parakeet may have bird mites, or may be lacking protein in it's diet. you should take it to a zoological vet.
It senses that something is wrong and feel insecure birds will start to pluck thier feathers when they are nervious or stressed or thier owner neglects them and leaves for periods of time.
I dont know about the swelling, but when birds are stressed, the pluck there feathers. But i would take them to an avian vet, and have it checked out.
Parakeets are notorious for having cancers and fatty tumors (non-cancerous, but annoying) I can't tell you if your bird has either, but you need to see an avian vet. He may do a "needle aspirate" to determine what the swelling is. (They poke the swelling with a needle and draw out some of the cells, then stain it and look at it under a microscope) good luck with the diagnosis.

My parakeet just died this evening and she also had swelling on her backside. She didn't pull out the feathers but feathers did stop growing back there. We took her to the vet and they told us that it was definitely a tumor and it could be removed but that can do more harm than good, because of the high amounts of blood loss. So we decided to just let it go and not but her through a surgery that could most definitely kill her. That vet visit was about a month and a half ago.

I would recommend taking her to the Vet ASAP. It could be an egg that is stuck but it is probably a tumor which is quite common in parakeets.
