We compost, so there're always lots of fruit flies. Here's what I do: I make traps (like above, but I use plastic wrap with tiny holes to cover it). Every morning I boil some water and poor it down the kitchen drain (they like to lay eggs there!). I also take my vacuum and suck up all the flies I can. I clean my counters with the mixture I list below.

Some extra tips:

-Don't use vinegar or vinegar based products to clean.

-If you have central air, you can also blast them with cold to kill them.

-Fruit flies like your toothpaste! In a spotless house they will move to your bathroom. Keep your toothbrush clean. (Some say to clean it in peroxide, but this sounds dangerous to me.)

-With your animal, if possible, wrap up its food when it's not eating. If this is not possible, try to give fresh food in portions small enough to be eaten right away. Also, change water frequently.

-You can disinfect and keep flies away with a spray bottle containing ONE drop of bleach, and a couple drops of lemon essential oil. Be careful around your bird. Birds (as you probably know) are very sensitive to odors.

It's tough to keep them under control, but it can be done.

All I know is how to deal with them, if by dealing with them you mean getting rid of them. Mix equal portions of vinegar and dish washing liquid in a small container. Pour the mixture into small lids (used margarine, sour cream, yogurt or the like work well) and set around where you see the fruit flies. They will fly into the mixture and die. How is your cockatiel in danger? Good Luck.
