are there any laws against owning a sun conure in victoria (australia) and if so, what?
Answers:No there are no laws in Australia to own a sun conure I have lived in Tasmania and now Queensland and have only needed licence for King parrots and Eclectus, and Red sided parrot
I live in the US so I couldn't answer that directly. Check with the National department that is in charge of importation of products from other countries and/or the one that is in charge of administering the Endangered Species Act. This might be the Customs Office, Department of the Interior, or something like that.
You could also check with various shops that sell birds in whatever city you live. Ask more than one because these people might be interested in gaining profit from selling you one of these birds so they might not be exactly truthful.
I know that here in Australia certain birds have to be registered and a permit of where the birds are addressed
my daughter bought scaley breasted lorrikeetsfrom a pet shop in qld and she ended up with registration papers anyways this site might help a little good luck
