Nothing. In the US budgie and parakeet are the same thing. There are larger parrot species called parakeets such as the ring necked parakeets. These are a totally different genus. A little confusing, I know. In the US, though, most people use the name parakeet for budgies. In fact, non-bird people often do not know what you are talking about if you say budgie!
