The proper way - take the parrot to the vet. *Never* clip them yourself, unless you're a professional vet yourself. (Which I'm assuming you're not, as you're asking the question.) You can't guarantee a sterile environment, and you could seriously injure the bird if you don't know exactly what you're doing.
Get them clipped at your local vet. I have had birds for years and it would be difficult to explain the correct clipping method over the Internet. Just ask your vet to show you how its done. Do not attempt to do it on your own without prior experience, it is possible to cut a blood feather and that could be very bad if the bleeding is not stopped quickly because birds have very little blood. For future reference if you do eventually clip your birds wings on your own have a blood stopping powder handy, the vet can provide you with one.
