No you dont have to register a parrot.

In the vast majority of cases you don't need to register a parrot unless you have a very rare species such as a Hyacinth or Lear's macaw. Some rare Amazons such as the St Vincent's must by registered if you can even find them. In Australia some birds must be registered such as the Green Cheek Conure. In the USA Some states require you to register the Quaker Parrot (Monk Parakeet) due to banning and strict laws regarding their spread.
If you have to register, the Aviary you got your parrot from should be able to tell you where you have to register your bird. If they don't know, you can find out by contacting your country's wildlife ministry. At the very least, some places will ask that you register your parrot in a stud book if your species is very rare in the wild. This happens with some non parrots such as the Bali Mynah.
Parrots are not registered. At the most you could have a micro chip placed in a Parrot's wing and then the ID would be registered, but then if your bird is lost or stolen you would need to first locate where you think it is at and then try to find a Vet that can check it for a mirco chip. Isnt that easy.
