There are many, many reasons that pet birds feather pick. Most often it is due to stress or unhappy living conditions. Other things such as parasites, or fumes in the home can cause it too.

Many conures are a breed that finds themselves in a backroom alone. They need human stimulation, exercise, and LOTS OF LOVE. Look at the diet. Enriched seed is just not enough. They need greens and other veggies. Some even have an appetite for meat. I would first observe the overall health, swaying distracted motions. Look at the tail, does it seem to bounce up and down a lot as if constantly counter balancing? and often at the bottom of the cage? If so GET THAT BIRD TO A VET NOW! Then take a look at interaction, toys overall enjoyment. KEEP your pet happy all the time.
The reasons could be many, but if your bird has been vet checked and is healthy, then it could be either stress or diet. Diet is usually one of the main culprits - are you feeding pellets by any chance? This is one of the major causes of allergies and health problems in birds (and other animals) because these are not foods which are easily digested by their systems and because they contain too much synthetic junk (colourants, additives, flavourings, preservatives, and genetically modified foods like soya etc) - if you are feeding mainly pellets, I would advise you to slowly modify the diet by introducing fresh foods like vegetables, fruit, a dry seed mix, cooked legumes with grains, and most of all, learn to sprout seeds and grains for these birds. Sprouted foods are the best thing to feed any bird as these are "live" foods. There are many sites explaining how to sprout - the main thing is to buy fresh seeds and grains to do this with, and not use an ordinary seed mix bought in a pet store.
