It could be because he is hot, stressed, or has air sac mites, or a throat infection. European Goldfinches aren't very fond of high heat, so make sure it isn't too hot. Also make sure he doesn't have to endure stress, such as when someone screams, when a human or animal it doesn't know is around, ect. If he doesn't stop doing it after about an hour after you think the temperature is right and he isn't exposed to stress, then you should take him to the vet.
