The Bible speaks of days only in a metaphorical sense; the audiences in ancient times were mainly illiterate. So metaphor, allegory etc were the best teaching method to use, & thus the word 'days' as such is not literal.

Biblical: God made the beast and birds for man to have dominion over. Dominion, in the Biblical sense is a combination of ownership, ruling authority, and stewardship.
Evolutionary: As birds developed, the role of a raptor (bird of prey) caused specific mutations to work for various predatory styles. There is something that since the Bald Eagle is a aquatic area inhabitant, that it white head and tail give it an advantage since it blends in somewhat, disguising its predaory shiloutte amonf the white clouds common in areas with large expanses of water.
Ecological: it's a predator that hunts fish and small animals in areas with water, and fulfills the niche of top avian predator in those areas.
