Most cats do this. In her mind she is getting ready for the kill and setting her teeth for the pounce.

She's in a hunting mode. Cats make that nervous kind of sound when they are getting ready to jump or run on their prey. Good hunter!

I don't think anyone has an answer to this - it is really hilarious, though. It's the cat's way of communicating with the bird! There are some really cool videos on the net of this, too.
