Because they have one,.and they can! Also, dogs do not make the connection that it is attached to them while they are chasing it. No different then you holding out a toy, shaking it or spinning it in circles while playing with your dog. It is nothing but and object on the move that he wants to catch!

You have this in the cats section, and cats do it also. They see something moving and go after it. They usually only do it if they are puppy's or kittens, that is how they play. Some older ones do it too, but not as much. They are just playing.

Because they're owners don't take them for walks and give them enough exercise so they are bored and have too much energy. They have to get rid of the energy and boredom somehow.
