is it okay to start cutting my 3.5 month old persian kitten's claws..

I believe he is still too young, the nails are probably quite soft anyway, i would wait some more. However, he must have already been to the groomer. Next time you go you can ask her to do it for you, it is better to see it done at least once professionally before trying it out yourself. If you insist on doing it yourself use an animal nail clipper, not scissors. Hold the nail in the light so you can see that the tip appears lighter. Just cut off this light tip, do not move further up.

Yes, just be careful not to cut the pink of the claw where the veins are running through. It's actually good to start this early so they will get used to it and you can do it without trouble when they are grown.
Are they long enough to be a problem? Is she getting stuck on things and scratching people? She's just a baby. What you should do is practice a bit just gently holding her paws and extruding the claws, not clipping them. This will get her used to the idea of having her paws handled. She will think it's just another one of those things humans do. Silly but harmless. When the claws get really out there, then start clipping. Be very careful not to get the pink part.
