We had a similar situation with a neighbour who let her three cats out to use other people's yards (including our own) as litter boxes.
We tried to speak with her about this but she grew hostile and accused us of hating cats (we have one of our own which we rather like, thanks). Other neighbours on the street tried the same thing and got the same response.
In the end, we wound up having to call city hall to have her charged with failure to control an animal in her care.
Sad, but, even more sad, necessary!
