They will mate with each other if the female goes into heat. They can have kittens together but there will likely be problems with those kittens.

I would suggest that you try and seperate them until you can get them fixed. and I would get them fixed as soon as possiable. keep in mind once a male starts to spray there is a chance that even after getting him neutered he will continue to spray. Why wouldn't they. Cat's don't know who they are related to, they simply have an urge to mate.
I have brother and sister cats and made the mistake of not getting one of them fixed. They ended up mating at about 8 months old. The kitten was not mutant or anything and we still have him, he is a sweetheart. I don't recommend this though, you never know what might happen.
