Start by stroking her very gently along her back when she is having her dinner. Just a few times - dont make her run off.
Let her come and investigate you and be nearby you without making a move towards her. She can then build her confidence up and will start to trust you.
She probably gets the affection and stimulation she needs from her brother at the moment so it will take a little longer for her to get interested in you. You can speed this up by offering her a very tasty treat like a bit of tuna or chicken.
It may take quite a long time - It took several months for my wild kitten to settle in even though she was just 12 weeks when we got her. But you'll get there in the end! It sounds like you are having lots of fun with them!
I have two cats. The male is quite bold and checks out everyone. He is the ultimate lap cat.
My female is skittish and really doesn't like to be held. However I still pick her up at least once a day. She will sleep on me or next to me in bed. She is still timid but wants attention in her own way. She loves being petted, just prefers not to be held.
We had a terribly shy cat once. Go at her pace. Try not to force things, I know this is difficult as you just wanna cuddle her. Each time she comes to you give her a treat. Be gentle and quiet with her. When she's asleep quietly go and sit with her and gently stroke her
