Because he/she is interested in you! They probably can't understand why you don't have any fur or whiskers. Plus they want to know when you're next going to feed them!

he/she obviously loves you. my kitty does that too. i thought cats avoided long eye contact, but mine stares. sometimes even watches while i'm doing stuff with boyfriend, which is very embarrasing

Are you your cat's only owner? If so, I'd say s/he just wants to know what you're doing, so s/he knows what to expect next. Especially in terms of food (meal times) and playtime. Cat's dont tell time from clocks very well. But if you do things in any kind of routine, cats learn that routine and know what to expect from what you're doing now. Hence the looking at you.
