why does my cat make chirruping noises at me or miaowing loudly for no reason
Cats are just weird. And, like everyone else is saying, chirruping is usually, "HEY! THERE'S BIRDS OUTSIDE! GO GET ONE FOR ME!" Also, if she/he meows loudly in hallways, bathrooms, anywhere that is small or echoes, they are just trying to entertain themselves. Or annoy you, one or the other. Also, kittens have a tendency to chirrup more than adults. Chirrups also mean that they just flat out want attention. It may be obnoxious, but when your cat does this, try to pay attention.
Oh, and to the first answer:
Animal cruelty is a crime. And good for you for working for animal control for 20 years, but you shouldn't be responding to a cat lover with something so completely inhumane and cruel.

Hunger, boredom, a desire to cuddle, curiosity.maybe a simple desire to "talk" to you. Cats are funny creatures:)
My male cat Sunshine does that all the imte. We call it singing! It is so sweet. My guess is that he makes those noises when he is happy because he will "sing" to us when he finds his favorite toy, and he sings while he is running around the house with it in his mouth! It could also be that he is communicating, my female cat makes all those cute little noises when I talk to her. And sometimes make sthem when I just walk past her. Can you tell I love my cats?
You don't see a reason, but the cat has a reason. And it is a cat reason. The chirruping is a greeting or just general "conversation" I think. "Hi hairless ape, nice day, got any of those nice cat treats?" Chirruping is also a notice that there are birds outside, something my cat keeps me up on too. The miaowing is for stuff like, you are on my tail, my dish is empty, it's petting time, open this window I want some fresh air, I killed a giant spider in the bathtub. PAY ATTENTION TO ME.
I was told by my vet that a cat does that when he wants something and can't get at it. Plus, I was also told that is just a way of him saying "notice me, pet me!"
