You have to be very gentle and patient. Get him used to you holding and playing with his feet first of all. Then hold the clippers close to his nails and just pretend to cut so he gets used to the noise the clippers make. When he's ok with that, clip off just the very ends of the nails. Be very patient, calm and gentle, try to do it when he's tired out and sleeping. When he finds out he's not going to get hurt, he'll learn to accept it. Give him lots of quiet praise while you're clipping and treats after so he'll be left with a good association.
Take it to an expert--vet or groomer.
If he's that bad, let the vet do it. Since he's still a puppy, start handling his feet a lot, petting the tops of them. That way he'll get used to having his feet handled, and should make it easier for cutting. I have a 8 year old dog, and I'd have to wrestle him down, lay over his body and wedge his head in my elbow, just to clip one nail, lots of yelling and swearing too. Then have to start all over for each nail. After 6 years of owning this dog, he finally gave in to me and let me cut them. So, start early lol saves a lot of hassles.

Our dog doesn't like to have her nails clipped either so we team up on her. One person holds her head in their lap and feeds her treats. ( we use cereal like cheerios and give them to her one at a time.healthy and cheap since it can take some time and a lot of treats). The other person as quickly and carefully as possible clips her nails. We talk sweetly to her and praise her after every nail if need be. She has gotten a lot better with time. You didn't say how old he is, but most dogs hate having to submit to having their paws handled. Get him used to you touching his paws while he's relaxing in your lap or next to you. Just touch his feet and gently manipulate his toes like you would if you were going to clip his nails. When he no longer seems to mind this, add an emery board to the equation and gently file each nail a little. I've done this with every puppy I've ever had and they often slept through their clippings as adults. Just don't rush the process. It's unnatural for a dog to just allow someone to handle his paws. This is most of the times done by vets. It is pretty risky because there is always the risk you cut too much. They have a vein inside the claw and you might cut it and he can bleed to death. get a special tool depending on the dog breed. He hates it because it probably hurts him.

You might try it when he is sleeping. Be very careful, if you cut too far back they can bleed and it could kill them. This is what I have been told. I dont take any chances with our dachsund. Our vet does it for ten dollars. A small price to pay. Good luck.
