Could be due to depth perception. When you add water it makes the water move and she/he picks up on the motion. I had a cat that had to put its paw in the water before it would drink. They can't tell where the water is. It may also have something to do with the temperature of the water. Running water is often cooler.

At least mine is. He won't eat or drink if anyone is in the room. (and that's the least of his odd behaviors)

My dog (not a Chihuahua) is the same way. He does drink when he's thirsty, and usually only when he doesn't think anyone is watching.

Some animals are very particular about water. You can get her a bubbler water dish or a fountain type at the pet store.

Fresh water. She docent want any yucky stale water.

The water dispenser is a great idea and might help. Try adding ice cubes or ice chips as a treat.

Are you sure she is not drinking from the bowl? We have chihuahua pups that like to drink the water as it is being poured in but they do drink from the bowl at other times too. They just like the fresh water.
