Yes it's called the patella just like in people. You can feel it although it's very small, between the joint of the femur (top part of back leg) and tibia and fibula (bottom part of leg).

Yes. My little toy poodle has a luxating patella on her right leg. Every now and then when she is walking she will hop and pop it back into place. She's tiny, so thankfully she will not need surgery b/c it is not painful.
