Do hearing dogs have to be certified in Pennsylvania

The state laws are irrelevant and were superseded by the Federal Americans With Disabilities Act. It is the Federal law which controls the criteria for what is or is not a service animal and what makes a service animal a service animal.
A "Service Animal" is any animal that is trained to provide a service for a person with a disability.
This includes, guide dogs, hearing dogs, seizure dogs, wheelchair dogs, mobility dogs, and dogs that were perfomed to perform a task for a person with mental disability such as the Service Dogs for autistic children.
IT IS ILLEGAL UNDER THE ADA FOR ANYONE TO DEMAND THAT A DOG BE "CERTIFIED" .
These 'certifications' are given by private groups who have trianed the dog. All they mean is that the group certifies that they think the dog has finished its training and can do its job. (And these private groups have NO legal power or authority to say what type of harness a dog should wear or anything else. They are just some private person(s) with an opinion.)
There are NO national certifications of service animals by a governmental agency.

The reason that there is NO REQUIREMENT of certification is that over 70% of disabled people have an income below Federal Poverty Level. It is financially impossible for the majority to pay the $5000 -13,000 for a Service Animal and pay to spend 2-4 weeks in residence at the training site of the group doing the training. By NOT IMPOSING A REQUIREMENT of certification, the idea was that many people would be able to train their own service animal by themselves (many mobility dogs) or with the help of family or local dog trainers. Really can't do DIY even with local help for a guide dog but you definitely can for mobility, hearing, wheelchair, autism, etc. Seizure dogs are very special - they literally are born and not made. The trick is to find a dog who can perceive the on coming seizures.
