You should hold your dog daily and start very slowly. Maybe just brush him for 1 minute the first time and then praise and give a little treat for good behavior. Gradually work to larger amounts of time.
You definitely can't give in each time he starts fussing. You have to firmly say no and then continue to brush. I also start stroking my dog first and then gently introduce the brush as I continue to stroke.
My dog is 1/2 poodle 1/2 shih-tzu so I know the struggle and how it can be.

As in,"If you don't hold still,I'm gonna KILL you!".LOL!
Do you have a grooming table?(Ha,silly question.of course you don't) Put a choke & lead on it,put it up on the kitchen counter & tie the lead up (TIGHT!) to the cupboard-knob above.Now you have both hands free to DISIPLINE *&* work on the brat.
ALL bad behavior is STOPPED & the good rewarded. Just like any other training.
