Apparently you are unaware of the California Legislation AB 1637 which has been approved in committe and currently undergoing minor amendments prior to a vote within the next few weeks. This bill has mandatory spay/neuter of all dogs AND cats in the state of California by 4 months of age. It does allow vague provisions for breeding permits for show breeders whose dog is either working on its championship or has a championship. Fees for breeding permits remain undefined.

I doubt there will be much breeding done in California since the legislature there seems to be determined to eliminate most breeding done at all.

How is vicinity the criteria by which you choose a stud???

You are supposed to study pedigrees and stud dogs and their get to determine that the mating of your female to a particular male will produce offspring that constitute a viable contribution to the breed. Otherwise , you a just a backyard breeder.
