The age that any dog is considered an adult, or full grown, is one year old. But from my own personal experience, I say two years. That seems to be when they are fully developed emotionally and physically.
Most dogs are almost full grown by 1 yr and some will grow a bit more and Some won't. Usually by 2yrs they are not going to be any larger than they are then unless they gain weight.
All dogs are really about the same. They are usually full grown, inside and out by about 1 year. Bigger dogs will fill out more with age and will seem to get bigger. Your dog should be about as big as it will get between 10 and 14 mounths of age.
Chihuahua are fully developed at 2 years old.
