it is actually not unsual for dogs to have brown spots on their tummy. Some may even have it on the roof of the inside of their mouth. It could just be pigmentation (born with it). If it's itchy then flea bite ... shouldn't be brown spots tho. Most likely pigmentation.
when we first got our Jack Russell he had a pink belly and when he hit about 4-5months he developed these brown spots all over his belly. The vet explained it as being like a dalmation not all are born with all their spots they gradually come in. The spots maybe normal.
It could quite possibly be a Staph infection. If it looks like dirt, then that would be my guess. That is what my dog had. Take your dog to the vet for meds.
