If you can't pay fines that are owned, the dog is usually evaluated for adoption, or euthanized.
As far as all the stuff about no-kill shelters. THERE IS NO SUCH THING AS A NO-KILL SHELTER.
Privatly funded shelters can turn away animals...keeping space for an animal for as long as it needs for adoption..sometimes for too long and they go cage crazy..
where do the turned away dogs go? To animal control to be euthanized
If you want to stop euthansia...fund your animal control facilities. They are the ones that need your time and money.
I can't tell you how many precious animals I have euthanized over the years for stupid reasons.
Spay/neuter- If it aint broke...FIX IT ANYWAY!
