My girl Shadow will even want to go out so she can sun herself.
I would NEVER put my dogs in jeopardy and I always keep a close eye on them while they are out.
Tie-outs are not bad if you do not leave them tied to it 24/7 unsupervised and you take the proper precautions so that they cannot get hung, tangled or wrapped up.
A fenced in yard is the perfect thing to have, but sometimes you can't have a fenced yard or you may have a dog who will constantly climb or dig under a fence to escape.
So you may need another alternative.
As I have all ready stated, tie-outs are fine as long you don't leave the dog(s) tied out 24/7 and unattended.
