The one that is healthy with no genetic defects. Either is a nice breed. The Toy Poodle requires professional grooming every 6 weeks. The Papillon has it's own grooming issues, but you should be able to learn to do it yourself.

Nails and ears should be taken care of at least monthly.

Poodles have many health issues, but you can find good ones.

Papillons are known for being very good in Obedience and Agility if you want to compete. Poodles have been stars at both also.

They are different breeds and so neither is "better" than the other. It depends on what you like. I prefer Papillons but that is because I'm a groomer and I prefer easy breeds.

I'd go with the poodle. They are very smart and don't have that tendency to break their legs easily like the papillons.

Papillon!! they're so adorible and there are toy papillons if you like small dogs.

Oh, and their name means "butterfly" in French. Fun stuff.

Better for what? If they are purebred dogs, they are automatically less healthy than a cross breed. The vet bills on those inbred dogs can ruin a budget... they always have something the matter with themmmmmm super allergies that drive you and them nuts --- skin problems itching, bowel problems with the runs that stop and start, and make a mess of everything. Common in little purebred dogs. Get a mutt, hon. In fact, even the hollywood stars are buying crossbreeds,, cockerpoodles and the like.

Depends on what kind of environment you have and the breeder you are buying from. Toy poodles are VERY smart and active. If they aren't kept busy with something their intelligence can get them in trouble since they will look for things to do on their own. They are very popular and the unscrupulous puppy mills are putting out poorly bred dogs
