This really depends on the amount of effort you want to put in, where you live, and if you have children.

Chows have a very unruly mane and require regular grooming. They also shed horribly. They are stubborn dogs and are need firm training; because they are so large training would be best. When introduced to a household at a young age then can do well with cats/children. A high risk for hip dysplasia and eye irritation. Work well with smaller homes as long as exercised regularly. Very eager to learn.

Poms need to be brushed frequently and, though it may take awhile, it's pretty easy. Poms are very bold and can be tempermental. If properly introduced it will work well with other animals. Younger children aren't good for most poms; they make them irritable. It's very yappy, making it a good watch dog but highly annoying. With proper training it can be taught not to annoy visitors. They are picky eaters yet very lively and spirited. Enjoy excercise and being walked, but it's not needed because they get enough excercise on their own. Good in apartments and with small yards. Prone to joint damage, gum disease, heart problems, skin disease, and eye infections. Prone to early tooth loss so regular teeth cleanings are necessary.

Chow Chows usualy have an aggresive behavior and Pomeranians are extremely hyper. I'd choose the Pomeranian because they're simply adorable and loving. :]

Well, first of all, Poms are about 3 lbs. and yippie. Chows are about 80 lbs., and have a ton of hair.

I've also heard that Chows can have serious behavioral problems later in life. So I would say Poms are better, however, I'll keep my Boston Terrier over getting a Pom any day.

Chows grow up and need to be outside more. Poms are noisey indoor dogs. If those are your choices decide which type you want.
