She looks like she's mixed with English Springer Spaniel and Lab. I used to have that mix when I was a girl and She had those exact same markings. I also thought maybe a setter like the other person who answered, but Setters are usually larger than English Springer Spaniels and you said she's already in heat at the size she is now.

She does look border collie, but I'm not seeing lab in the mix. That doesn't mean it's not a possibility. If you want to know exactly what breeds are in the mix there is a company who can anaylize your dogs DNA inexpensively and notify you what breeds your dog actually is. I beleive the website is http://www.metamorphixinc.com They can identify a large number of breeds.
I think she may be a Border Collie x Flat-coated Retriever. She is very cute, no matter what she is crossed with!
She looks lyk she has a border collie face and her body looks lyk its got the markings of a border collie/ blue heeler but i dnt no she culd b a number of different breeds have u asked ur vet?
well, definitely a mix. Probably with border collie, but I don't know what else.
